Triawan Munaf on the Creative Economy Agency

The scope will oversee sixteen sub sectors under the creative economy, among which are application, game and game developers, architecture, interior design, visual communication design, product design, fashion, animated films, photography, craft, cuisine, music, performing arts, publishing, art, television and radio. television and radio are more about the content, not the company. The practitioners of these sub sectors initially wanted to have an agency that is flexible, related to different ministries, cross sectoral. But if it’s a ministry of its own or combined with another ministry, the flexibility is lost because in ministries there is what you call a sectoral ego, which led to a suggestion to President Jokowi to extract creative economy from the Ministry of Tourism and Creative Economy in the form of an agency That request, because it’s warranted, the agency approved and after a group of practitioners witin that sub sector worked hard for several months this creative economy agency was born Overall, there are two important things The first is to accelerate the growth of existing creative industries to be larger have more strength to go international, carry indonesia’s name and to promote indonesia globally, that’s the first There are several ways, from cuisine, you can use films as a vehicle, and fashion is also significant. Aside from those, we would also like to develop the other sub sectors, the new players, the smaller players so that they have an ecosystem to grow in. Rules and regulations, access to investments, and also all the education required to push them to be players in the creative industry who can generate revenue or income for the country. Creative economy exists in almost all ministries, in ministry of trade, industry, kominfo, so we have to be able to work closely with them and hopefully with this ministerial level agency we can coordinate with them and be more acceptable because this is not a ministry, this is an agency but specifically created for that purpose because if we were part of a ministry, especially if mentioned second tourism and creative economy as a nomenclature we’re placed in a secondary role as an independent body under the president we can more flexibly coordinate all the potentials under the other ministries If the aim is to synchronize or synergize the creative potentials with the right objectives and conveyed properly, hopefully those sectoral egos can be avoided we’re not away taking the financial authority we’re coordinating, synchronizing several ministries with creative economy elements Well, bureaucracy all over the world have rigid rules that we must be able to deal with but the primary challenge for this agency is we don’t have an office yet We have no office, we have no personnel, but we’re expected to hit the ground running. That’s our immediate challenge Good people from these sub sectors worked pro bono because they each have their own sectoral interest for the benefit of the Republic of Indonesia Without being paid they worked to create a concept, formulate, identify issues and put them into a book that became our reference when we created this agency Hopefully in the near future some of those people will be joining the creative economy agency There will be mostly professionals to begin with, non civil servants whose status will be made equal to state civil servants We have identified informally a number of champions to become inspirations If this program is successful, these champions will inspire other sub sectors as models to how a sub sector can be fully developed into a substantial force and be recognized internationally, and later collaborate with other sub sectors Take films for example, what we’ve thought about are films. In films there is cuisine, there’s performing arts fashion, photography, all kinds, and each one can join similar to what Korea is doing with its K-Pop. Through pop music all the other sub sectors follow We want to be realistic, that in the first years we will select these champions and at the same time develop the smaller sub sectors but we have to have a champion that can be seen and felt as a result of the creative economy agency which actually even without the agency has been coming along just fine but our job is to accelerate this so if we the rapid growth is felt, it can inspire and be a model for development or activity that can be done by other sub sectors What is evident right now is intellectual property rights in music has been thoroughly raped The musicians and filmmakers all feel that they need a good legal protection and law 28 of 2014 gives them clear legal coverage what’s left is how the relevant authorities and departments, including law enforcement, can now enforce the law The first, aside from [the ministry of law and human rights] having created the national management collective institute, which we would like to work with and the intellectual property directorate to create some sort of MOU with the police to truly enforce the law and help the police to act on these law breakers, the pirates, to serve as shock therapy That’s what we are after in the beginning An MOU with the police to create a special detachment, an intellectual property detachment that work with us to raid places and enforce the law as tightly as possible Appreciation automatically occurs when the product is well made, distributed well, publicly available that’s what the cinemas and theaters are for that we have to facilitate as well but what’s most important for us is law enforcement because if the law is not enforced, the people will ignore it They see pirated products everywhere at malls, shopping centers, that’s clear evidence of no law enforcement How can people appreciate creative products that have been painstakingly created if official representatives of the state allow it to happen? So I don’t think people need to be educated about this, we need to step up law enforcement Another thing, without proper law enforcement, it’s pointless for creators to make anything They will work for nothing because there’s no law enforcement It’s essential for law enforcement, the protection of created works We want to work fast but we face many challenges because this is a new agency We hope the practitioners understand that the agency was just created, the budget has yet to be disbursed but once we’re rolling, when we have our own building, office, budget, we will move fast because we are not an existing ministry We are a newly created agency, bottom up from the sub sectors, sanctioned by the president we appreciate the understanding The agency is based in Jakarta but depending on our needs we may have representatives in other cities based on our programs just to expedite things but as an agency we are not compelled to have regional offices
